Unnecessary drop down list gets scrolled on clicking the 'Down arrow icon' even if it is disable in devtools.

Issue descriptionChrome version :51.0.2679.0 740688bec5c66af00debe117b6d375ecd212e570-refs/heads/master@{#381134}(32/64 bit) OS : Windows(Win 7 aero enabled). Steps : 1. Launch Chrome and open NTP 2. Now go to devtools and open console bar and click on more tools button on LHS and click on 'Sensors' 3. Now zoom out the devtools window and click on Touch 'Device-based' drop down list,scroll bars are seen 4. Now click on down arrow icon of scroll bar(which is disable) and observe Actual : Unnecessary drop down list gets scrolled on clicking the 'Down arrow icon' even if it is disable Expected : Unnecessary drop down list should not get scrolled when 'Down arrow icon' is disabled. This is a non regression issue seen from 'M-51' series.(Build : 51.0.2662.0) Note 1): This is a newly added feature Touch 'Device-based' drop down list from Build : 51.0.2662.0 2): Issue is not seen on Mac OS. 3): Will soon update behavior on Linux OS.

Yeah, most likely web platform. We don't do anything fancy there.
