View port size hides behind the scroll bar in devtools.

Issue description

Chrome version :51.0.2679.0 740688bec5c66af00debe117b6d375ecd212e570-refs/heads/master@{#381134}(32/64 bit)
OS : Windows(Win 7 aero enabled),Linux.

Steps : 
1. Launch Chrome and open NTP
2. Now open devtools and press 'Ctrl+shift+M'(Toggle device toolbar)keys from keyboard twice or thrice.
3. Now observe the view port size displayed in top RHS of page near scroll bar.

Actual : View port size hides behind the scroll bar. 
Expected : View port size should not hide behind the scroll bar.  

This is a non regression issue seen from 'M-51' series.(Build : 51.0.2673.0) 

Note 1): This is a newly added feature 'Show view port size on resize by default, disable in device mode' from Build : 51.0.2673.0
     2): Will soon update behavior on Linux OS.

This is only happening when you switch from mobile rendering to desktop rendering. Not an issue.
