Scroll Anchoring: nested scrollers

Issue description

Scroll Anchoring is an intervention whose intent is to mitigate reflows that unnecessarily impact the user experience.

We should confirm if it interacts well with nested scrollers.

Scroll Anchoring seems to be interacting reasonably with nested scrollers. 

This is mainly because layout changes outside of a nested scroller don't trigger the save:restore path within the nested scroller.

I found one bug with the way we were calculating the visibility of an anchor candidate. Fix here: https://codereview.chromium.org/2136323002/.

I think this issue can be marked fixed but will wait for skobes' feedback.
