Shift-up/down in omnibox should act like shift-home/end

Issue description

Chrome Version       : 50.0.2657.0
OS Version: 7956.1.0

On CrOS, the omnibox does not support shift-up/down to select to the beginning/end of the line.  It changes the selection in the dropdown instead.

This matters because on CrOS there are no dedicated home/end keys as there usually are on Windows.

I should consider how this should behave on Windows.

I'm inclined to say this should just select within the omnibox on all platforms.
