What steps will reproduce the problem?
(1) Open app launcher.
(2) Click All Apps.
(3) Use the touchpad (2-finger scrolling) or touch screen (1-finger drag) to slide between two different app list panes.

What is the expected output? What do you see instead?
The scrolling is extremely jittery, jumping back and forth between the two panes, as you scroll.

Doesn't seem to affect 2-finger drag on touch screen.

Can't repro on Link. Repro on Samus. Got report from user on Chell. Would be nice to get a bisect.
