[MD Polish] MD settings how buttons work

We have several styles of button-like things in
the settings UI.  We need to spec out which have
ripple and which don't, a11y, highlights, hover,
mouse pointer changes.

See screenshot for some inconsistencies:

* RELAUNCH button in Language section is bold, whereas RELAUNCH button in System section is not

* CHANGE button in Downloads is also different (seems blurrier, may be a font weight or color difference)

I was about to look into  Issue 668307  which is pretty similar to this bug. Do you guys think we should merge it into one?
