JellyBean Tester is having trouble installing APKs

The poor guy can't seem to install ChromePublic.apk

A manual install via 'adb install' succeeds, so something's going on.

Also, adb_install_apk.py should probably fail hard if it can't install on any device and blacklists them all.

Kicking the timeout up to 500s makes it pass. Pushing the apk alone takes ~70s per device. 7 * ~70s = ~500s

Seems like the apks aren't being pushed in parallel. Or maybe the usb transfer speed is the bottleneck. Might have a bad usb hub.
