Clarify VMTest timeout message

Currently when a VMTest times out because the stage is taking too long, the message is:

TimeoutError: Timeout occurred- waited 3600 seconds.

It is not clear what the source of this time out is. It would help the gardeners if the message were something like:

"VMTest stage exceeded the maximum time allowed: 60 minutes"

Ideally with some information regarding where that value is specified.
