Clicking on "Missing devices" link in cast MR, opens in the current tab

Issue description

Chrome Version       : 51.0.2673.0
OS version               : OSX 10.11.3

What steps will reproduce the problem?
When no device is found, the new UI shows a "Device missing" link.
Clicking on this link opens it in the current tab (losing whatever was open in this tab)

What is the expected result?
The link should open in a new tab
I confirmed that the older cast extension always opened this link in a new tab.

What happens instead?
Clicking on this link opens it in the current tab (losing whatever was open in this tab).

[Media Router WebUI] Open links in a new tab.

Open all links from the dialog (JS side) in a new tab. This prevents navigating the user away from whatever they're currently doing on the current active tab. The dialog remains open on the original tab.

URLs that are opened on the C++ side already open in a new tab.
