When a HWTest or VMTest fails, usually an issue is associated with the failure.

Currently these issues are buried in the stdio of the test output, frequently scrolled off the screen. They are difficult to find and follow.

These issues can provide helpful patterns (e.g. by identifying a failing DUT) and should be exposed in the build results page as links that can be clicked on.
