failed to decode downloaded font ttf and with data:application/x-font-woff

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Example URL:
www.twitter.com

Steps to reproduce the problem:
1. type www.twitter.com on URL bar
2. Type CTRL+SHIFT+I, console window
3. See the errors. if not found, just hit F5 (refresh the page)

What is the expected behavior?

What went wrong?
As I showed with red-rings in the image (ER.png for twitter.com) attached with this issue. Icons are not appearing, 

In ER2.png (for upwork.com) you can notice website font style is set back to times new roman

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes When the new revamped download manager was not included with chrome.

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

I have reported this issue several times but didn't get your attention.

Could you also provide the error message you are seeing on www.twitter.com?
(copy the text from developer console).

At least www.twitter.com icons are working for me, it's hard to investigate
without reliable reproduction.

The font used in twitter seems to be called "rosetta" in CSS and its
URL is https://abs.twimg.com/a/1457833503/font/rosetta-icons-Regular.woff
(for me, may differ in other account).

Most probably your browser failed to load the font file for both twitter
and upwork.

Not just twitter or upwork, many sites are experiencing the same problem. For ex: elementary.io and even the chrome's new download manager page is also not CSS applied. Included screenshots for the same.

AFAK, enabling the Windows Firewall Service will solve this problem. I did this to help some guys out. You may check the status of Windows Firewall Service on your machine.

Just find out that this issue has been fixed.

I am using windows firewall and its not disabled. Unfortunately none of the links that you shared to fix the problem were able to help me in this regard.

This seems Webpage rendering engine level problem. propagated to opera browser too! :) Anyway, Bug ID: 586291 says its fixed and expected to be shipped in Chrome 50 release. Any idea when is the next update release?

Have you disabled DirectWrite? chrome://flags/#disable-direct-write
If you flip this flag, does the problem disappear?

you nailed it! After Enabling DirectWrite flag, everything seems perfect!! so there sits the bug!! :)

This was mitigation related or something (maybe?)

Sorry Scott.  Font-related mitigation on Win10 only landed in M50.  (For ref: https://bugs.chromium.org/p/chromium/issues/detail?id=504006)
So it means the fix can be seen only in Chrome 50 release? Is the bug at DirectWrite level fixed?
