Not honoring the OS configured mouse wheel scrolling direction

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/48.0.2564.116 Safari/537.36 Steps to reproduce the problem: 1. Open: System Settings > Input Devices > Mouse 2. Check the "Reverse scroll direction" box. 3. Open Chrome. 4. Surf to a page that causes the scroll bar to appear. 5. Scroll on the page. What is the expected behavior? The scroll direction should match that of the OS. In this case, Reversed or Natural Scrolling is the expected behavior. What went wrong? Regardless of the scroll direction configured in the OS, Chrome always utilizes the default/old school way of scrolling. Did this work before? Yes 48.0.2564.116 Chrome version: 49.0.2623.75 Channel: stable OS Version: Ubuntu 14.04.4 LTS (3.13.0-79-generic) Flash Version: Shockwave Flash 20.0 r0 This behavior has also been confirmed in XFCE/Xubuntu. I can confirm that this also happen on xfce/Arch Linux. Chrome v49 also has stability issues (as far as I was able to determine, it randomly crashes), but I don't have enough information to file a bug report.

I can confirm this on stock Ubuntu 14.04, both on chrome 49.0.2623.75-1 (stable) and 51.0.2679.0-1 (unstable) on a ThinkPad t440p. This behaviour changed when I updated from a 48.something version, so it is new with chrome 49. I can also confirm that this happening on ONLY mouse devices -- the laptop's built-in touchpad's gesture scrolling responds correctly! Mouse behaviour is also unaffected by installing and uninstalling the 'naturalscrolling' package (individual configuration of naturalscroll for different mouse devices), so whatever is happening chrome is getting at the mouse before any other ubuntu configurations can have an effect.
