Subtitles are unavailable when video.load() is called.

Issue description

Chrome Version       : ToT
OS version               : Goobuntu (Ubuntu 14.04)
Audio/Video format (if applicable): any
Special chrome flags (if applicable):--allow-file-access-from-files

Behavior in Firefox (if known): You also can't see subtitles at Firefox 44.0.2.

Video issue, Audio issue, both, neither?

Video subtitle issue.

Flash or HTML5? 
HTML5

What steps will reproduce the problem?
(1) Download test.html, upc-tobymanley.ogv and upc-tobymanley.vtt (I attached).
(they comes from 
https://www.iandevlin.com/html5test/webvtt/html5-video-webvtt-sample.html, and converted to ogv.)
(2) Play the video.
(3) See the video.

What is the expected result?

I would like to see subtitles at the bottom of video.

What is the actual result?

I can't see any subtitles...

Any additional information (anything else which may help us debug the
issue)?

In sample code, I call video.load() after we insert the video element to body.
If you stop calling video.load(), you can see subtitles.

Please attach the HTML5/JavaScript code or audio/video files as well as
screenshot and/or videos (if applicable)

the subtitle is disabled in the repro html file. icon grays out when load the page.

please update it to enable subtitle icon.

Yeah, as I said, the subtitle is disabled (with gray icon),
even if I do not set the subtitle disabled.

If you don't call "load" method, you can play a subtitle.
Please open an attached html.

I can not reproduce this problem on ToT (51.0.2693.0 / Developer build)

I uploaded test.html, upc-tobymanley.ogv, and upc-tobymanley.vtt to a web server, and I opened the test.html with the latest Chrome I built.
I see the subtitles, and see that subtitle is enabled.

I'll mark this WontFix.
Please reopen this when this reproduces.
