Regression : [Devtools] When clicked on More tools button, the Sensors tab gets opened by default in drawer.

Issue description

Chrome Version: 51.0.2677.0 (Official Build) 1f6eed8e362f458537e8a95c1df27e38cdc9c334-refs/heads/master@{#380902} 32/64-bit.
OS: Windows ( Win 7 Aero Enabled)

What steps will reproduce the problem?
1. Launch chrome, open NTP and go to devtools.
2. Navigate to Console tab, press Esc key to open a Drawer and close all other tabs from Drawer except Console tab.
3. Click on More tools button in drawer and observe.

Actual : When clicked on More tools button, the Sensors tab gets opened by default in Drawer.

Expected : When clicked on More tools button, it should not open Sensors tab by default, instead it should only show the list of tools.

Manual bisect info: 
Good Build : 50.0.2655.0 
Bad Build : 50.0.2656.0

This is a regression issue, broken in M-50 series, will soon update other info.

Note : 1. The above issue is not seen on Mac OS.
       2. Will soon update the status on Linux OS.

Not a blocker, but could be a usability problem. I'll look into how to fix this.
