Regression: PDF file gets opened twice after opening from chrome://download page.

Issue descriptionChrome Version : 51.0.2677.0 Revision 1f6eed8e362f458537e8a95c1df27e38cdc9c334-refs/heads/master@{#380902}(32/64 Bit) OS: Windows(win-7 Aero Enabled),Mac What steps will reproduce the problem? (1) Launch chrome,navigate to pdf file(e.g.http://cb.vu/unixtoolbox.pdf) (2) Download pdf file by clicking on download icon and then navigate to chrome://downloads. (3) Press 'Tab' key on download page upto 'unixtoolbox.pdf' then press 'Enter', observe. After pressing 'Enter' key PDF file gets opened twice in two different tabs. After pressing 'Enter' key PDF file should gets open in one tab. have you tested the new downloads UI? it should be the default on Chrome 49+ and look much newer.

With response to comment 2: I checked above issue with new and old download UI, issue is reproducible using both UI.
