Non-Regression : Unable to drag the Scroll bar when dev tools is opened in Settings page

Issue description

Version: 51.0.2677.0 
OS: Ubuntu 12.04,14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> open Settings page -> Now Press F12 to open Dev tools
(2)Drag Dev tools Window to L.H.S (Please refer Video)-> Now try to drag the vertical Scroll bar and observe

Note : Able to scroll the vertical scroll bar through Mouse wheel

Expected: Should be able  to drag the vertical Scroll bar 
Actual: instead Unable to drag

This is Non-Regression Issue seen from M-22

Able to reproduce the issue on Mac 10.11.3 using chrome version 51.0.2673.0

This is not a bug, at least not a devtools one. This is specific to the settings page when narrowed down beyond its expected size, which does not happen unless DevTools are opened due to minimal width restriction on browser window.
The reason this happens is that the Settings navigation pane on the left overlaps the scrollable frame on the right, so pointer events never make it to the scrollbar. If you set the width to ~163px, you
ll notice that the right part of scrollbar is responsive, while the left occluded by the navigation pane is not. Scrolling horizontally to the left lets the scrollable frame receive pointer events again. I don't think this should be filed against Settings either, since this is a somewhat artificial situation and scrolling the right side when its not even visible does not make much sense.
