Regression: Unnecessary space is seen between the dragger and extension icon while dragging the omnibox.

Issue description

Chrome Version :51.0.2673.0 (Official Build) 764e6bb1b05458cde3ca0702ceb801d25c3dcc3b-refs/heads/master@{#380313}64 bit
Os: Mac

Pre-condition:1. Enable extension toolbar redesign flag.
              2. Select 'Material' option for 'Material design in the browser's top chrome'
              3. Install four extensions such that all of then are hidden in chrome wrench

What steps will reproduce the problem?
1. Launch chrome and open wrench, click on one extension icon such that pop-up opens (as shown in video) (e.g 'Google Calendar' extension)
2. Click anywhere and then try to drag the omnibox towards L.H.S with the help of dragger icon.
3. Observe.

Actual:  Unnecessary space is seen between the dragger and extension icon  with weird behaviour.
Expected:  Space should not be seen.

This is regression issue, broken in ‘M 51’ and will soon update the bisect info:

Good build:51.0.2671.0 
Bad build:51.0.2673.0 

Note: Issue is not seen on Windows and Linux OS.
