Language issues with Cloud Print page & installer

Issue description

Chrome Version       : 51.0.2676.0 (Official Build) canary (64-bit)
Revision	a15e4f0ac7ec67afd93957fa56f1ef027ec3775a-refs/heads/master@{#380871}
URLs (if applicable) : https://tools.google.com/dlpage/cloudprintservice
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
         IE:

What steps will reproduce the problem?
(1) GO to this URL https://tools.google.com/dlpage/cloudprintservice
(2) Appears in VIetnamese
(3) 

What is the expected result?
Would like it in English, or at least to have an option to change it.

What happens instead?
No option for language change

Please provide any additional information below. Attach a screenshot if
possible.

Am located in VIetnam, but am an English speaker.
Downloading the installer cloudprintservicesetup.exe, and then running install it's all in Vietnamese too.

Unable to reproduce the issue, as the page appears in English.(Screen Shot Attached)

@ heidi.hendry: Request you to please check what is the default language in your system, if it is Vietnamese, request you to change it to English. This will solve the issue.

Please provide us an update once you try the same.

Yes, the system region was in English. So was the Google Chrome account I was logged in as.

Hi,
While I did that for the site and it did correct the language, it did not correct it for the install.
