Unable to see the video URL on www.facebook.com after switching the tab.

Issue description

Chrome Version: 51.0.2676.0 (Official Build)a15e4f0ac7ec67afd93957fa56f1ef027ec3775a-refs/heads/master@{#380871} 32/64-bit.
OS: Windows(Win 7-Aero Enabled)

What steps will reproduce the problem?
1. Launch chrome and login to www.facebook.com with valid credentials.
2. Rt. click on any video and click on 'Show video URL' option(URL overlay will open).
3. Now, go to NTP and again come back to the facebook page and observe URL overlay.

After switching the tab, URL overlay is not seen properly.
After switching the tab, URL overlay should seen properly.

This is a non regression issue, seen from M-30 series.

Note: 
1. This issue is not seen on Mozilla Firefox browser.
2. This issue is not seen on 'Mac' and 'Linux' OS.

This seems to happen because of the <div> just above the button and input elements (class="_26oo") gets a style width:0px. The value of width seems to be set programmatically and switching tabs causes this to get recalculated. The value it calculates is sometimes 0 but switching tabs shows this to be flaky, working sometimes. This implies some kind of timing issue when querying page geometry.

As best I can tell, this is calculated on some video plugin "TimeSlice" event so I think it's essentially a timer. I'm not sure where the width value is coming from since it's part of the React framework but I'm guessing whatever value it's querying is 0 until we focus the tab.
