Regression:Download entry is not displayed completely in 'restore down' mode after reloading the page.

Issue description

Chrome Version:51.0.2676.0 (Official Build)Revision a15e4f0ac7ec67afd93957fa56f1ef027ec3775a-refs/heads/master@{#380871} (32/64-bit)
OS: Win 7(Aero enabled),Win 8,Mac

Precondition: Make sure chrome browser window is in 'restore down' mode.

What steps will reproduce the problem?
1.Launch chrome and navigate to http://mirror.internode.on.net/pub/test/
2.Click on any file to download,click on 'pause' button from download bar drop down button.
3.Press ctrl+J to open chrome://downloads, hit shift+Esc key to open task manager and click 'end process' button.  
4.Now click on reload button and observe the chrome://download contents.

Actual: Download entry is not displayed completely after reloading the page.

Expected: Download entry should be completely displayed after reloading the page.

This is a regression issue broken in 'M50' and will soon update other info.

killing a tab manually will probably never block a release

are there any console errors showing in the web inspector (ctrl+shift+j) in this state?

With response to comment #3:
After right click inspect element in chrome://download, it gives error in console.
