Audio tag takes a long time to start playback

Issue description

Example URL:
http://buildoneforme.com/chrome-report/

Steps to reproduce the problem:
1. Go to http://buildoneforme.com/chrome-report/
2. Click on top link "Locally served MP3 file"
3. As soon as page loads, click on the Play button
4. It takes a long time for audio to start playing. On my Samsung Galaxy View, it takes at least nearly 11 seconds. NOTE: Playback starts as soon as the progress event is received, and the page reports how long that takes.
5. Go back to home page, and this time click on "Served using XSendFile"
6. This time it usually takes more than 15 seconds before playback starts

NOTE: The XSendFile option serves the file via Django but it actually uses the Apache module XSendFile. For some reason this is much slower.

What is the expected behavior?
Playback starts much more quickly on the desktop version of Chrome. Around 1 second or less for both options.

What went wrong?
Playback takes a long time to stream. 10-15 seconds

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes

this issue is fixed by unified pipeline.

Can you please explain what "unified pipeline" is?

Is there a workaround I can use?

Anyone reading this might be interested in knowing that the Unified Media Pipeline can be turned on in chrome://flags, and it fixes this problem
starting M50, there is a flag available in chrome://flags "Enables the unified media pipeline on Android". Starting M51, this feature is enabled by default.
Enabling the unified media pipeline will improve Chrome media playback experience on Android. This bug is fixed by enabling unified media pipeline.
