Blimp 0.5 client: Show information on data saved and load time

Issue description

Given that 0.5 is largely for development and debugging, we should probably show some basic metrics on the screen (e.g., in a status bar below the omnibox) on data usage, data savings, and page load time. This is also useful for demos. It might be good to show more detailed technical stats (e.g., which engine you're connected to, which version it's running, etc.) on the screen as well - possibly hidden behind options in a settings menu.

Shakti can you take a look at this?  Let's meet tomorrow and talk about how to integrate this with the client.  This is related to 594423.  IMO we should expose the relevant data to the front end in one uniform way and display it either in a settings menu OR via an overlay depending on a setting.

The data should come from engine. We need to figure out how to calculate data saving. Need to track both raw network data and data between engine and client.

Don't think this blocks 0.5.2, or 0.5.3.
