Extension activate shortcut key stops working after clicking the 'burger' menu

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36 Steps to reproduce the problem: 1. start Chrome fresh and install the Quick Tabs extension 2. navigate to chrome://extensions/ > Keyboard shortcuts and make sure the extension has a shortcut key combo assigned (be sure not to use the menu to navigate there) 3. make sure the shortcut key works 4. click the 'burger' menu 5. type the shortcut key again What is the expected behavior? The extension popup should display What went wrong? The extension fails to display its popup window, I have recorded a demo of this happening on my local system (see https://www.youtube.com/watch?v=lpebgV-Bni8&feature=youtu.be ), it has been reported by a number of my users and confirmed on a friend on mines new Mac. I am consistently and reliably able to reproduce this issue by clicking on a burger menu on an open window. If I have two Chrome app windows for the same Chrome profile open, they even react the same: on the window instance that has the burger menu clicked the extension shortcut fails thereafter. On the window instance the burger hasn't been clicked on yet, the shortcut works. Until you click it's burger menu.

Incidentally, if I restart Chrome the problem resolves itself until the pattern is repeated.
