Able to reproduce the issue on windows 7, Linux Ubuntu 14.04 and Mac 10.11.3 using chrome version 49.0.2623.87 and canary 51.0.2679.0. This is non regression issue as it is observed from M30 builds. Marking it as Untriaged to get more inputs from dev team. Thanks,

Using the chrome inspector, I loaded the test case http://www.fashiontv.com/images/layout/logo_ftv_com.png in Chrome 49, and then set the background color of the page <body> element to "green". The PNG visible in the case (picture attached). The PNG image is transparent, and thus needs some background color other than white to become visible.
