mark-non-secure-as set to "non-secure" will show `chrome-native://` pages as insecure

Steps to reproduce the problem:
1. Set chrome://flags/#mark-non-secure-as to "non-secure"
2. Open an incognito page or your history.

What is the expected behavior?
There is no lock icon

What went wrong?
There is a broken lock icon.

Did this work before? N/A 

Chrome version: 50.0.2661.26  Channel: dev
OS Version: 6.0.1; Nexus 6P MMB29Q
