When typing message in GMAIL compose, experiencing extreme lag in Chrome between keystroke and letter appearing on screen

Issue description

- Version: 48.0.2564.116 and 49.0.2623.87

- Description: Only within Gmail compose, when typing a message, user is experiencing extreme lag.

- Video: Issue starts at 49" in video below.
- I have outputs of //flags, //settings,  JSON, HAR's and Debug logs below


Notes:

- Only happens in Gmail Compose, User did not experience any slowness anywhere else
- Multiple users affected
- Computer configured in Portuguese Language
- Cannot reproduce in Firefox or IE 
- Cannot reproduce with a gmail.com account 
- Cannot reproduce with other Google services (e.g. Drive) 
- Can reproduce after clearing cache/cookies. 
- Can reproduce with Chrome Canary
- Can reproduce after creating a new Chrome profile 
- Can reproduce with other networks (tested at the office and at home). 
- Can reproduce with other machines and in different office sites. 
- Can reproduce after disabling QUIC protocol and Hardware acceleration 
- Can reproduce with No Labs 
- Can reproduce with HTML view

Unable to reproduce the issue on Win 7(English-US) using latest stable 49.0.2623.87.Please refer the attached screen cast for the same.

Issue happens when customer replies on large threads. The account need to have a Gmail signature setup. For reference please check https://youtu.be/RLgo5nNb5GY and https://youtu.be/vhQ53ZvOCas

I cannot reproduce this in Canada, I wonder if this is some data location issue, only happening when accessing from Brazil.
A couple more questions:

- Can this be reproduced at the same location with the system configured to a different language?
- Can this be reproduced with all third party extensions disabled?

Apologies for the late reply here. We have had another report of this issue happening to a client in Colombia. I will follow up to see if changing the language gives any different results and in incognito mode. thanks!
