Ctrl+V fails to paste image from clipboard captured via Ctrl+Shift+R5 into Hangouts, images.google.com, Inbox, etc.

Issue description

Chrome Version: 48.0.2564.116 (Official Build) (64-bit)
Chrome OS Version: 7647.84.0 (Official Build) stable-channel samus
Chrome OS Platform: Pixel 2

Network info: This should be irrelevant as I'm able to reproduce across different networks.

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

How to Reproduce:

1. Hold down Ctrl + Shift +R5/F5 (the button above the '6' key on the Pixel 
2. Cross-hairs will come up, allowing you to choose an image to save in your clipboard. Choose an image. 
3. Hit Ctrl +V to paste the saved image on your clipboard in your Hangouts chats box, or your Inbox compose canvas, or to images.google.com (I added more destinations to drive the point home that the destination seemingly does not matter). 

Result:  The image does not paste.

How it works on other platforms:

On a Mac, you can achieve the same outcome by holding down Ctrl+Shift+Command+F4 , then Ctrl+V that image on your saved clipboard right into the hangouts chats box. Super useful when trying to show someone something on your screen over chat. It also doesn't burden the user with an added obstacle/choice to either save to clipboard (which I forgot to do a couple of times already), or choosing 'Click to View' which makes no sense as a user journey, why would i want to view the screenshot right then and there, I want to paste it somewhere else. 


How frequently does this problem reproduce?   ALWAYS.



What is the impact to the user, and is there a workaround? If so, what is
it?

Well, communicating with images on hangouts, SMS, chatting can be infinitely more productive. Having the capability of taking screenshots (GREAT!), but not being able to paste them, well, feels like that meme where Michael Phelp's mom gets very excited, but turns out he barely lost.
