[options V2] Switching back to Extensions page should give the focus to the opened extension options

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2672.0 Safari/537.36

Steps to reproduce the problem:
1. Open an options V2 page (preferably containing a form)
2. Switch to another tab
3. Switch back to the Extension page

What is the expected behavior?
The options popup/iframe should get the focus automatically.

What went wrong?
The options iframe doesn't have the focus, but the root document has it. In order to get the focus back in a form with inputs, one need to press tab multiple times.

Did this work before? No

clare.tor86@ : Could you please help providing the sample urls/extensions with respective along with their steps of executions to triage it further.
Also please let us know if its working fine on the latest stable 49.0.2623.87.
I'm using Canary for developing my own extension using options V2. I don't know any other V2 extensions yet, but I don't think it's coming from my own code.

What I did for testing too is typing this in the console in the root document:

> var interval = setInterval(() => console.log(document.activeElement), 1000)

for following the focus while using the options panel.

When an extension popup is open, the focus is set on the extension:

> <extensionoptions tabindex="-1" extension="myextensionID"></extensionoptions>

But when one switches on another tab, then back to the extension tab, the focus is given to the root document instead:

> <body class="uber-frame no-scroll"> ...</body>

which prevents interacting with the extension options.
