GetHelp Online help center page always shows Offline

Google Chrome	50.0.2661.26 (Official Build) dev (32-bit)
Revision	0
Platform	7978.13.0 (Official Build) dev-channel veyron_speedy

What steps will reproduce the problem?
(1) Open Get Help page from app launcher or click '?' from uber tray
(2) Click on "Contact us" button at the bottom

What do you see instead?
Always shows Offline.

Same issue seen on latest beta and stable builds as well.

The problem still exists.

If user clicks on the "contact options" link, appropriate contact options are listed.
