Some type of smooth scrolling was introduced

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Scroll up or down any page.

What is the expected behavior?

What went wrong?
Pages scroll with smoothing now rather than scrolling instantly.

Did this work before? N/A 

Chrome version: 49.0.2623.87  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

This is working as intended. It is a feature of 49 (correct me if I am wrong about the version number)

You can disable it in chrome flags. Go here:  chrome://flags/#disable-smooth-scrolling
