Our stats for PhysicalWeb.TotalUrls.OnInitialDisplay continue to be abysmal.  I'm not sure how to draw conclusions without better data.

So, I'd like our stats to differentiate between these ways PW Activity could be launched:

1. manually, when no beacons around
  - on m49 I think this can only be done by task switching into it
  - on m50 we have chrome:physical-web page
2. right after onboarding
3. from a notification, but after scan window is over (e.g. >10s after our last nearby event)

4. from a notification, soon after it was shown

For manual launching, there's also the "See what's nearby" button on the Physical Web privacy options page.
