Browser control contrast too low on themed windows.

Issue description

It's hard to tell which button is enabled, and which is not.

bettes@, what are your thoughts?

erikchen@, for your second screenshot did you really just want to show the home icon, or is the tooltip blocking something you wanted us to see?
If iconography are not passing accessibility test in white, they should be colored dark. We automatically do that in Views I think.

erikchen@ - do you have a link for this theme? And are you saying that the disabled right arrow looks similar to the enabled left arrow? At 100% scale I think it's pretty clear what's active and what's not (the inactive arrow is almost not visible)? This is re: the blue theme.

Correct. It required non-trivial thought from me to differentiate the two.
