[Tab Switcher] In RTL, header view items are not laid out correctly

See attached screenshot.

Expected: Icon is to the right of the label, and they both are centered in the "tab"
Actual: Icon is on the left; they are visibly shifted towards left edge.

Seems pretty ugly, thus RBS

Header view items are displayed correctly in RTL. 
Verified on iPad Air2(9.2.1) in 50.0.2661.57 dev
