Issue descriptionChrome version:51.0.2673.0 (Official Build)764e6bb1b05458cde3ca0702ceb801d25c3dcc3b-refs/heads/master@{#380313}(32/64 bit) OS:All( Aero enabled) Steps to reproduce the issue: 1. Launch chrome and navigate to http://www.bigbasket.com/ 2. Zoom in the page to 125%. 3. Hover the mouse on 'Your basket items' (Refer the video)and observe. Actual:Flickering is seen on hovering the mouse on L.H.S border of 'Your basket items'. Expected:No flickering should be seen on hovering the mouse on L.H.S border of 'Your basket items'. This is a Non regression issue seen from M-31 (i.e 31.0.1600.0)

I think the "actual result" video you attached the wrong video. From the repro steps, I notice the popup that comes up seems to quickly show some different content before loading the "basket" content. Firefox does the same thing. I don't think this is a bug in Chrome as much as a quirk of the page. I'll await the actual result video to make a final judgement though.

Got it, thanks. This is indeed an issue since the problem doesn't repro in Firefox. It looks like each movement of the mouse causes the popup to alternate between showing and hidden. I'm suspecting some kind of difference between Chrome and Firefox in how mouse events are fired. This requires some deeper investigation. FYI, the repro doesn't require setting the zoom level.
