Regression : In Print Preview pages are seen blank.

Issue description

Chrome version : 51.0.2674.0  f9be006501afecf6f58b3d638999e03613314c84-refs/heads/master@{#380495} 32/64 bit
OS : Windows(Win 7 aero enabled)

Steps : 
1. Launch Chrome, go to settings and click on 'Show Advanced settings'.
2. Hit Ctrl A and give print command using Ctrl P.
3. Scroll down the page and observe.

Actual : Only first page contents are seen in Print Preview and remaining 2 pages are seen blank.
Expected : All pages should be properly seen in Print Preview.

This is a regression issue broken in 'M-51' and below is the manual regression and narrow bisect info.
Good build : 51.0.2673.0 
Bad build : 51.0.2674.0 

Note : Will soon update the bisect info. and issue status on Mac/Linux OS.

reproduced on Linux/ToT (410861d3b5) when setting GYP_DEFINES="pdf_enable_xfa=1" (as did the CL in question).  Its fine otherwise.

Rechecked above issue in latest canary build (51.0.2676.0) on windows machine, it seems to be fixed and working as intended.

No longer a release blocker due to rollback, but we need to find the underlying cause to allow rollforward in the future.
