Regression: Unable to scroll the page via mouse wheel on hovering the mouse over scrollbar. |

Issue descriptionChrome Version : 51.0.2674.0 (Official Build) OS Version : Ubuntu 14.04 What steps will reproduce the problem? (1)Launch chrome and open any page with scrollbar. (2)Hover the mouse over scrollbar and try to scroll the page through mouse wheel What is the expected result? Should be able to scroll the page. What happens instead? The page does not scroll. This is a regression issue broken in M-51.
