Regression: Unwanted blue line is seen on outside of 'DevTools' window on dragging the any element.

Issue description

Chrome Version: 51.0.2674.0 (Official Build) f9be006501afecf6f58b3d638999e03613314c84-refs/heads/master@{#380495} 32/64-bit.
OS: Windows(Win 7-Aero enabled)

What steps will reproduce the problem?
(1) Launch chrome, open 'DevTools' window and go to 'Element' section.
(2) Now, select any element and try to drag it and observe.

Unwanted blue line is seen on outside of 'DevTools' window.
This should not be the case.

This is a regression issue, broken in M-51 series, will soon update other info.

This is a dupe. Regression range points at my change because of z-index, which made the large selection box blue, not grey.
