Tooltips not appearing on mouseover

Chrome Version       : 50.0.2661.18
OS Version: 10.0

Visit e.g. http://deertier.com/Leaderboard/AnyPercentRealTime and hover the "Watch" links.  You should get tooltips.  None appear.

This is a relatively recent (past few weeks) regression.  A bisect would be useful.

Navigated to the URL provided and verified the issue.
Unable to reproduce the issue on mentioned Chrome Build# 50.0.2661.18 and Chrome Canary# 51.0.2674.0 and was able to see tooltips on mouseover.
Attaching a screenshot for reference. Please let me knoe if i have missed anything.
Removing Needs-Bisect label as of now.

Hmmmmm.  I rebooted and the tooltips returned.  That makes no sense.

I wonder if there's some sort of weird GDI issue going on.  In any case, this isn't actionable unless I figure out more.
