glReadPixels fails on Chromecast with EXT_multisampled_render_to_texture

This can be reproduced running WebGL conformance suite.  The read fails with GL_INVALID_OPERATION.

See internal b/22566884 for reporting to hardware vendor.

Chromecast: disable multisampled render to texture

This causes WebGL conformance test failures (glReadPixels fails
with GL_INVALID_OPERATION).  Apply the workaround while we wait
for a fix.
