Steps to reproduce the problem:
1. Write apps or extension 
2. Load it as local developer mode
3. there is a small popup 

What is the expected behavior?
load extension or apps from locally should not make life hard

What went wrong?
in Google chrome 46 everything was working fine. but recently it keeps showing the popup even its used "--enable-easy-off-store-extension-install"
