Cannot tab cast full screen video

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 7978.10.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.20 Safari/537.36
Platform: 7978.10.0 (Official Build) dev-channel samus

Steps to reproduce the problem:
1. Open flash video from site
2. Play video and cast tab to monitor/tv
3. Put video in full screen

What is the expected behavior?
Video plays on monitor/tv in full screen

What went wrong?
The bottom of the video gets cut off and the aspect ratio looks odd.

Unable to reproduce 8172.16.0, 51.0.2704.29.

Seems to only be a problem with CNN Live video.  I tested CNN just now and it still doesn't cast full screen correctly but when I tried with WatchESPN, full screen casting worked fine.

Tab mirroring (and remoting) worked for me.  It appears CNN has migrated to HTML5 video in the meantime which may have fixed the issue.
