Flash Player CPU Hungry

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Example URL:
http://www.tetesaclaques.tv/superbol_videpisode2964

Steps to reproduce the problem:
1. Play Flash video in fullscreen
2. Watch CPU usage with Windows Task Manager
3. 

What is the expected behavior?
Same CPU usage as others browsers

What went wrong?
CPU usage above 10% higher than other browser

IE12 and Firefox : around 35%
Chrome : around 52%

If I connect my laptop to a 1920x1080 monitor, CPU usage of Chrome is much higher.

Did this work before? Yes When Chrome was using flash npapi plugin (same as Firefox)

Is it a problem with Flash or HTML5? Flash

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.87  Channel: stable
OS Version: 6.3
Flash Version: Shockwave Flash 20.0 r0

Sorry, IE11*, not IE12(doesn't exist)
Components: -Internals>Media Internals>Plugins>Flash
Do only flash videos using stagevideo are hardware accelerated unlike the npapi plugin that also hardware accelerate video (without using stagevideo) ?

I see high CPU consumption both with Flash and HTML5 video, on Linux.

May it be the same issue?
