Chrome should not respond to mouse scroll events which is supposed to be handled by compiz enhanced zoom

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Install CompizConfig Settings Manager if you have not.
2. Goto CompizConfig Settings Manager and click Enhanced Zoom Desktop
3. Config Zoom in mouse button to be super+button4 i.e. super+scroll up, and config zoom out mouse button to be super+button5, i.e. super+scroll down
4. Verify desktop zoom works by pressing super+scroll up and super+scroll down. The whole desktop should be zoomed in and out.
5. Switch to chrome and open a long webpage such as news.google.com. Zoom in/out the desktop by press super+scroll up and down.
6. Chrome will scroll the page element under the mouse cursor sententiously when desktop is zoomed in/out. 

What is the expected behavior?
Chrome should not scroll the content when zoom desktop.

What went wrong?
Chrome should not handle the event of mouse scroll when desktop zoom is working.

Chrome version: 49.0.2623.87  Channel: stable
OS Version: 
Flash Version: Shockwave Flash 21.0 r0

I use CompizConfig Settings Manager to set super+scroll-up, super+scroll-down to zoom the desktop. Before updating chrome to current version, chrome window didn't respond to such event, i.e. the content in current window will not scroll if super is pressed.

But this current version, the content in chrome window will scroll simultaneously when desktop zoom changes. That behavior is not consistent to previous versions or other gnome applications (e.g. gedit, or libraoffice etc).

Please understand desktop zoom is very important to visually impaired people. Please consider this high priority although a small number of people may be affected.
