Implement skip list for WebGL's ported dEQP tests |

Issue descriptionAs described in https://github.com/KhronosGroup/WebGL/issues/1542 , a skip list is required for the dEQP tests that are part of the WebGL 2.0 conformance suite. Specific tests that are affected by one or more driver bugs that are infeasible to work around will be added to the skip list.

Fixed in https://github.com/KhronosGroup/WebGL/pull/1623 and https://github.com/KhronosGroup/WebGL/pull/1624 . These haven't rolled in yet.

These recently rolled in to Chromium though this bug ID wasn't referenced. |
