After login the status keeps saying "Sync is off" even sync is on

Chrome Version       : 51.0.2673.0
Nexus 7 Android 5.1.1

What steps will reproduce the problem?
(1) Sign in to Chrome and make sure sync is on
(2) Sign out of Chrome
(3) Sign in to Chrome

What is the expected result?
After the "OK, GOT IT" page, it's showing the Logged in name and sync status under the name.  The sync status should be on 

What happens instead?
See screenshot, it says "Sync is off" after long time

Please provide any additional information below. Attach a screenshot if
possible.
