Allow rebaselining a test with all baselines passing to re-optimize baselines.

Breakout from http://crrev.com/1779603002 -- optimize-baselines currently does nothing useful when called from auto-rebaseline for a test whose baselines are all passing on the builders.

Thought is to change it to re-optimize baselines.
