"--gdb-index" causing "Target image has run out of space" error

This is to track  crbug.com/591401  (closed already).

Linker option "--gdb-index" is causing "Target image has run out of space" error.

is --gdb-index still relevant given the use of debug fission and such now ?

--gdb-index is used to speedup the gdb startup times.
This option is enabled on non-x86 architecture.
