Issue description

This started failing in https://build.chromium.org/p/chromium.linux/builders/Android%20GN/builds/33292.

Suspecting https://chromium.googlesource.com/chromium/src/+/013cfed7ecf91b0700bec7147631d4fbedb6b64e  from the blamelist.  sammc@, do you mind taking a look?
