[Mac] Hovered state is visible on extension buttons after dragging an extension button on the Toolbar

Version: Version 51.0.2673.0 canary (64-bit)
OS: OS X 10.11.3

What steps will reproduce the problem?
(1) Enable MD
(2) Install 3 extensions with Toolbar button
(3) Show them on the Toolbar
(4) Drag the very left button to the very right side

What is the expected output? What do you see instead?
While dragging it, the other button receive an hovered state.

Please use labels and text to provide additional information.

A screenshot is attached.

Yes, this issue still exists in Chrome Canary 66.0.3330.0 on macOS 10.12.6.
