Issue descriptionIn the first stage, freeing up space should be fully transparent (eg. deleting logs, removing cache files, etc.). If necessary, the second stage should kick in and delete LRU users wholesale. The current process of partly deleting users (eg. clearing their Download folders) is hard to communicate and erodes user trust.

I'm not sold that removing download directories before removing the full user profile is a bad thing. If the concern is transparency, we can certainly make that more apparent (e.g. we can have prominent explanation in downloads section that for shared devices, when space is needed this space may get wiped) - that would not only fix the trust issue but set proper expectations.
